SMAC: The ICT Path Towards a Truly Digital Government


SMAC (social, mobile, analytics and cloud) is the concept that four technologies are currently driving business innovation.

None of the four technologies can be an afterthought because it's the synergy created by social, mobile, analytics and cloud working together that creates a competitive advantage.

Social media has provided businesses with new ways to reach and interact with customers, while mobile technologies have changed the way people communicate, shop and work. Analytics allow businesses to understand how, when and where people consume certain goods and services and cloud computing provides a new way to access technology and the data a business needs to quickly respond to changing markets and solve business problems.

While each of the four technologies can impact a business individually, their convergence is proving to be a disruptive force that is creating entirely new business models for service providers. Below are most of the insights shared by Lorenzo Fernando Tandeo, PLDT's Head of Business Development for Cloud and Data Center for Enterprise, from his talk at the 2015 NICT Summit.

Based on the latest estimate, there are now about 40 million online Filipinos. Pinoys spend an average of 4 hours a day connected to the Internet. There are also more phones than the number of people in the country thus we are prominent as a mobile-equipped country already. These numbers will unsurprisingly double or triple in the next years. This is the new normal. Everyone is connected somehow and someway, and without hyping PLDT or Globe Telecom, the undebatable fact is "People connect!"



If we look at the global map as a whole, there are now 3 billion online users. People are tweeting, complaining, sharing, buying, and voting in some areas. This is the new reality.

What does it mean to be in a digital world?

Digital is a set of technologies which connects people to machines and information in real time, however way it is done. The catch phrase is "in real time."

The key to unraveling what it really means to be digital is understanding the technologies that support this.

Analytics is letting you know what you should know but don't know today. Did you know that there are 60 million selfies generated per day? There's a research firm that does analytics based on face - is he happy or sad? What brand of clothing are you wearing, your location, or the brand of the product you are holding.

Digital is beyond cloud. Cloud is a part of it but digital is more than cloud. To be truly digital, we should also have social, mobile and analytics components in our digital strategies. We can also include a fifth one, and that is security - making it SMACS.

We are consistently reaching out to our government through digital channels. If we have a complaint, we post our rants on social media channels. We tweet it or post it in our wall as a status update. Some government agencies or personalities would tweet back, especially if they are tech savvy and sincerely concerned about the welfare of their constituents.

Vox populi is now becoming digital. However, discussing politics is the least used of social media. Leading are discussions on "chismis" (rumors) surrounding entertainment or showbiz, and followed by religion.

It is a shame that we spend so much time in the Internet only to spend it unproductively talking about scandals and other trivial issues.

Meanwhile, the cloud makes you more agile. Google allows you to research faster. Most importantly, it makes you flexible.

How do you use all these technologies to transform? How do you put together social, mobile, analytics and cloud to transform?

Estonia is a small country with a population of only 1.3 million located somewhere in Eastern Eurpoe and annexed by the USSR several times. They now have by far the most advanced digital government in place. The US and UK are actually following their example. They have a population database containing their names, address, birthdays, citizenship, etc. Each citizen has an identity card with e-signatures.

For business, they can transact using their e-signature. A paper signature is no longer asked because the card will suffice as an accepted authorized confirmation of their legally binding acknowledgement of the transaction. In their recent parliamentary election, 25% of the voting public voted using their ID card. That's an approximate of 170k votes!

As a citizen, they can choose to have a specialist or a general practitioner to know their condition. Everyone can know your blood type, but only a few would know your Hepatitis or Dementia history.

Best of all, in taxation, the citizens would not have to do anything. Your tax rebates also goes back automatically to your bank.

Now, because of the high mobile adaption rate, they can also do all of these on their phones which can have a specific card embedded with a sim.

The per capita cost is not exactly cheap, but this is what the digital strategy would somehow look like. The reason why it works well is because it is a SMAC strategy.

Our investments in SMAC will make us truly digital.
